Patton Public Consulting is an independent, single-consultant firm founded and operated by Amanda Patton, serving public agencies in California, Oregon, and Washington.
The firm specializes in human resources, labor relations, risk management, administration, and leadership consulting. Owner and Principal Consultant Amanda Patton brings two decades of professional experience, including fifteen years in California public sector human resources, risk management, and administration - one of the most heavily regulated and litigation-conscious environments in the country. Her expertise spans the full portfolio of public HR and risk compliance, and she has a special fondness for labor relations, investigations, policy compliance, and organizational development. She has successfully negotiated and implemented multi-year labor agreements for public safety and non-safety units, completed top-to-bottom audits of HR offices, modernized personnel manuals, created training academies, and developed extensive injury and illness and workplace violence prevention programs. She is recognized for her transparent, practical leadership, her can-do attitude, and her success in fostering collaboration between management and represented employees.
Amanda holds the Senior Certified Professional (PSHRA-SCP) designation through the Public Sector Human Resources Association and is a graduate of both the HR Emerging Leaders Executive Leadership Program through the Northern California Chapter IPMA/CalGov HR and the HR Academy Certification Program through CPS HR/California State University, Sacramento. She has completed extensive training through leading public sector legal experts, including Liebert Cassidy Whitmore, CALPELRA, and Shaw Law Group. She earned an Associate of Arts in Social and Behavioral Science from Butte Community College, after which she temporarily paused her bachelor’s studies to care for aging family members, an experience that shaped her leadership philosophy, where her approach balances empathy, the realities of life, and finding a balance between people and policy. She subsequently returned to school and continued her education through California State University, Sacramento's Bachelor of Science in Career and Technical Studies program.
She is an active member of the National Public Sector Human Resources Association (PSHRA), the Washington State PSHRA Chapter, the National Public Labor Relations Association (NPELRA), the Washington State NPELRA Chapter (WAPELRA), and the California State Public Employers' Labor Relations Association (CALPELRA). Her consulting approach reflects a balance of technical proficiency, leadership insight, and a deep understanding of public-sector operations.
